Representative Council Elections 2011

The next Representative Council elections of the Student union of the University of Helsinki (HYY) will be conducted on 18-19 Oct 2011. Advance voting will be organised on Wednesday, 12 October and Thursday, 13 October.

The highest decision-making body of the Student Union, the Representative Council of sixty members, will be elected in HYY's Representative Council elections. HYY's members, almost 30,000 students of the University of Helsinki are entitled to vote and run as candidates for the Representative Council in the elections. This time, the electoral term of the elected Representative Council is exceptionally only 1 year. This is to ensure that in the future the elections will not be arranged in the same year as the University's administrative elections.

You can vote at 14 polling stations on the four campuses of the University of Helsinki as well as in the offices of the University of Helsinki in Lahti and Vaasa. Election results will be revealed in the election night party at the Old Student House (Mannerheimintie 3) late on Wednesday night on 19 October.

You can search for your own candidate by using the the national candidate matcher, for example, which will open on Monday, 7 October at www.edustajistovaalit.fi.

Voting in HYY's Representative Council elections and polling stations

All students and doctoral students who are HYY's members and have registered for attendance may vote in the Representative Council elections of the Student Union of the University of Helsinki, HYY. Voting takes place in person.

How to vote:


1. Get to know election themes and choose your candidate. Find the most suitable candidate for you by using the candidate matcher. SYL's candidate matcher is available at www.edustajistovaalit.fi. The candidate matcher will open on 7 October.

2. Vote. Show your identity or student card to an election officer before going to the polling booth.

3. UniCafe provides coffee and cake for every voter who filled their duty. Thank you for voting!

 

For candidates

Every Student Union member who has registered for attendance at the University no later than 15 September 2011 is eligible as the Representative Council member, excluding the exceptions referred to in Chapter 6 of HYY's rules: mainly the presiding officers of the Student Union and persons in permanent employment.
You can run as a candidate by filling out and submitting the declaration of candidacy form to HYY's Central Office by 12noon on 19 Sept.

The declaration of candidacy form must include a candidate's handwritten signature

Late applications will not be processed

  • Candidates may form electoral coalitions. An electoral coalition must include a proxy and a vice proxy. A candidate can only be a member of one electoral coalition. An electoral coalition can include a maximum of sixty candidates.
  • Electoral coalitions or candidates may form electoral alliances.
  • Candidate numbers will be confirmed on 29 Sept.
  • The national candidate matcher of the Representative Council elections will open on 7 October at www.edustajistovaalit.fi – fill out your candidate matcher profile before that!
  • Candidates will receive a password to their email which allows them to access the site
  • The following information will be filled out on the site: name, age, sex, study field, starting year of studies and the address of a homepage. Candidates can also add a photo of themselves and tell about themselves informally.
  • Candidates will answer questions and may comment on their answers and emphasise the importance of questions.


Advertising is only permitted in UH's premises on notice boards reserved for that purpose. Be discrete on student premises and email lists – advertising is usually only permitted with a separate permission

For election managers

The nomination of candidates will end at 12noon on Monday, 19 Sept 2011 and the Central Board of Elections will confirm the combinations of candidate lists on Thursday, 29 Sept.

Forms for the declaration of candidacy and the establishing of electoral coalitions and alliances are available from HYY's Central Office at New Student House, Mannerheimintie 5 A, 2nd floor, 00100 Helsinki, where they also must be submitted to the Central Board of Elections personally signed no later than 12noon on 19 Sept 2011.

 

Electoral coalitions and alliances


Candidates may form electoral coalitions. An electoral coalition must include a proxy and a vice proxy. A candidate can only be a member of one electoral coalition. An electoral coalition can include a maximum of sixty candidates.

Electoral coalitions or candidates may form electoral alliances.


The election manager of the electoral coalition will collect the candidates' declarations of candidacy and fill out the declaration of forming an electoral coalition. In addition, electoral alliances must fill out the declaration of forming an electoral alliance. Forms must be submitted to HYY's Central Office by 12noon on 19 Sept 2011. Election work is made easier if election managers take copies of the forms and collect information in the form of a chart.
Late applications will not be processed! Each form must include a candidate's handwritten signature.
The election managers must remember to check the presence of the candidates – even one mistake can ruin the whole coalition or alliance!


Communications and advertising

Advertising is only permitted in UH's premises on notice boards reserved for that purpose
Two meetings will be arranged to election managers where common rules for advertising will be agreed on.
During the autumn, election managers will be informed about the elections through the email list of election managers.
HYY will deliver candidate lists to the polling booths but the candidate groups themselves are responsible for other advertising.


Candidate matcher

Once again, SYL will organise a national candidate matcher in three languages (Finnish, Swedish, English) for the Representative Council elections.

  • The candidate matcher will open on 7 October at www.edustajistovaalit.fi
  • 10 national and 1-10 local questions
  • The candidate groups will receive passwords that enable them to modify their own site in the electoral machine. A group's site will include the name of the group, informal description, home page link and the automatic listing of the candidates in the group.
  •  Candidates will receive a password to their email which allows them to access the site.
  • The following information will be filled out on the site: name, age, sex, study field, starting year of studies and the address of a homepage. Candidates can also add a photo of themselves and tell about themselves informally.
  • Candidates will answer questions and may comment on their answers and emphasise the importance of questions.
  • Candidates can fill out information to the candidate matcher until the site is opened. After 7 October, the candidate matcher can be filled out but this information can not be edited later.

Results

The results of the Representative Council Elections of the Student Union of the University of Helsinki (HYY) on 18–19 October were confirmed after vote count audit in the meeting of the Central Board of Elections yesterday, Thursday, 27 October.
